[Lcdproc] Migration to github

I was planning to self-host a Gogs installation (https://gogs.io/) on "
code.lcdproc.org" unless folks would prefer a different domain. I have
reliable internet connectivity here, so there shouldn't be any hosting
difficulties.

If project members would prefer I rent a VPS or set up an AWS/Google
installation for this instead, please let me know.
