[Lcdproc] Migration to github

Crap, sorry for dragging my heels on this. I've got a Gogs installation in
testing now, and I hope to have it ready to deploy this coming weekend.

It seems to have a pretty decent issue tracker, so hopefully it'll suit our
needs.
